This is an intriguing idea, but I don't understand how cancelling out

can be combined with Chaumian mixing of IOUs.

It is pledge route, more or less. Plus anonymity, plus trust testing, three good ideas that go well together.

Pledge route has transferable IOUs. Just make the transfer untraceable, so that Carol cannot discover that the IOU cashed by Bob is the same IOU as Carol issued to Ann.

Ann supplies some storage to Carol. Carol issues blinded IOUs for that amount and time. Ann unblinds the IOUs, uses them to pay Bob for storage, or possibly Ann is in fact Bob. Bob uses the IOUs to obtain storage from Carol.

Let's say for the sake of argument that we've solved the problem of
finding a trustworthy party to perform the mixing.

Let us not.

Let us suppose the IOUs are issued by Carol who is completely untrusted. Since they are blinded, when someone cashes in one of Carol's IOUs with Carol for storage, Carol cannot tell whether it was the one she originally issued to Bob, or originally issued to Ann.
