Because it is not federated? Each server (a cluster of machines) has
its own set of users and they cannot communicate with others.

May be possible with XMPP extensions. On the other hand, the biggest
problem of XMPP is precisely the extensions model (no easy way to find
the extensions supported and to adapt to the lack of an extension).
