IPaddr uses ifconfig and is meant to be portable across platforms,
IPaddr uses ip, has more features, but is Linux only.

Huh? AFAICS, http://hg.linux-ha.org/agents/file/tip/heartbeat only knows
apache; where'd you get apache2 from? We have a bugzilla entry with a
patch that contains an apache2 RA, but it was never merged.
