The 2 of the opening <parameters> are too much. In addition, I don't think you can check for name resolution of "localhost.localdomain". "localhost.localdomain" is set in /etc/hosts but the DNS server doesn't know about domain "localdomain"... Otherwise, the first test with a stopped named works nicely. The process is killed in time and restarted...
