Yes, I am using the Stable Backports PPA, 
https://launchpad.net/~ubuntu-ha-maintainers/+archive/ppa 


I changed the primitive to upstart:libvirt-bin and it seems to be working well!

Make sure you use PPA with all needed bits for 10.04:

Once you install pacemaker (and all other components; glib, 
cluster-glue, etc...) from the PPA, you should replace 'lsb:libvirt-bin'
