That's why you're missing meatware; that's a stonith agent provided
by
cluster-glue.

Ok, but fedora-glue is installed but not updated.
it's the F17 package running on F18. but when I do
yum update cluster-glue the result is "nothing to do"

You don't need meatware with 1.1.8. Making use of 'stonith_admin --confirm' should let you do the same thing meatware did.

in the meantime I removed old F17 cluster-glue package and
tried to install it again hoping that yum finds F18 version but I
confirm that for now there is no cluster-glue package in F18 update repo
