That way, people can get the original file in its original encoding if they want to (it'll be in the SRPM), but the installed file will be in UTF-8. I suspect few people will use mail readers to read this license clarification material. Instead, they'll probably pull up their favorite pager or text editor, which won't really pay attention the character encoding markup in this file.
