The changelog > should document all changes that have been applied to the preceding revision. Let me just said that I agree on this, some packagers seems to want keep the changelog "clean". That is a misunderstanding. A correct changelog is important for reviewers and other package maintainers. It also helps in trusting a packager if he or she is transparent with her/his actions.
