Although I personally use gnulib in lots of projects, I have never once wanted
to use a distro's packaging of it.  On the other hand, I know that some people
do want it in the distro, if only because Debian has attempted it with what
originally started as a once-a-month effort but has lately been less frequent:

How does your packaging attempt compare to their attempt?  What release cadence
are you planning to maintain?  An out-of-date gnulib package is less useful
than just using gnulib from upstream.  I'm not opposed to the packaging as one
of the upstream gnulib maintainers, but I don't see myself ever wanting to use
it as a downstream Fedora developer.
