Conditionals in the spec clean up "BuildRoot" and such like "clean" section usage which are not needed for recent Fedora: https://fedoraproject.org/wiki/Packaging:Guidelines#BuildRoot_tag . In addition, they provide more common spec for all branches, including EPEL.
