It doesn't remove the BUILD directory. rpmbuild --clean removes the BUILD dir in addition to %clean. If you override %clean the way you do so far, you don't remove the %buildroot. But if you added "rm -rf %buildroot", that would result in different behaviour compared with what %clean does by default.
