For this conditional:

If you want to provide backwards compatibility with RHEL 7 as well as forward
compatibility with Fedora 21 and RHEL 8+, you can use:
%if 0%{?fc20} || 0%{?el7}
Provides: rubygem(%{gem_name}) = %{version}
%endif
You can also remove the trailing space on line 12 ("BuildRequires:
rubygems-devel ") and line 101 (in the %changelog, "explicit rubygems-requires)
")
