opal-prd contains recovery and diagnostics daemon.. Needs to be installed by
default

opal-utils contains utilities required for debugging purpose.. Mostly used by
developers. We don't want this to be installed by default.

Hence we have create two separate packages.

As mentioned above opal-prd is installed always , opal-utils is optional.

No.. its per host daemon..
