In a situation like this you need not submit a review request. AFAIK you should
first try contacting the maintainer, possibly asking for access to dist-git and
offering to handle the update yourself. Should the current maintainer be
non-responsive, you can file a ticket on releng pagure, requesting to be made
new maintainer.
