See https://src.fedoraproject.org/rpms/clibs-list/. I’m happy to add you as a co-maintainer to that package. The other dependencies would have to be submitted for review separately. Looking at [1] and at the libjs-bootswatch spec file, you are going to have to find a way to compile the CSS from SCSS sources during the RPM build. There are three SCSS compilers in Fedora at the moment: php-scssphp, python3-scss, and rubygem-sass. Maybe one of them will work, so you don’t have to use grunt like upstream does. Fortunately, there doesn’t appear to be any JavaScript[2] in the package.
