This relates to RPM's declarative builds feature, which is new in Fedora 41. 
https://rpm-software-management.github.io/rpm/manual/buildsystem.html

The tree_sitter buildsystem is provided by the tree-sitter-srpm-macros package,
which is pulled in by redhat-rpm-config from Fedora 42 onwards.  It should work
on Fedora 41 if you install it manually.
