If Redmine don't get updated to Rails 3.x it will become soon abandoned as well as Rails 2x.x and there are other competitors [1] One of commitments of Fedora is "First", i.e. to bring the newest, bleeding edge technologies, but that are not Rails 2.x. There is no new development, no new features, anything.
