i686 devel packages can be installed on x86_64 machines but do obviously not
provide what is needed to build x86_64 packages.
"Normal" users will obviously not see this ... but those who build packages are
rarely normal. I prefer being explicit in the requirements - but you are making
the official review so it is your call ;-)
