I'm not seeing that floppy modprobe error in the verbose logs. What I am
seeing is "No floppy files specified. Floppy disk will not be made" so it
doesn't seem to me like Packer is actually trying to create a floppy here.

meaning you cancelled the build after about 6 minutes. Is the
dracut/modprobe error something you see in the vm's GUI instead?
