My idea is that when a user in companies outside the headquarters joins the 
WiFi network, the Fortigate firewall forwards the authentication to 
PacketFence, which is in the headquarters, and thus performs the authentication 
via Captive Portal and PecketFence returns the authentication status to the 
firewall and thus allow or not the user to have access to the network.

I would say that is possible depending on depending on how you want to 
authenticate the devices from other companies.
