Yes, depending on what repo you use. The 1.9.0rc1 was released into the devel repo (1.9.0 final will be into stable). So if you are using the devel repo, a yum update will do it for you. However, after upgrading always read the UPGRADE document in /usr/local/pf/ and make sure to perform required actions (ie: between 1.8.7 and 1.9.0rc1 a database change is required). For the repo URLs check www.packetfence.org under Download and Download -> snapshots, the repo info for both is given there. I hope this answers your question.
