It's just a standard installation......It's not doing anything else.   I
have no objections to running centos if you think that will be easier.

I don't have access to a RHEL box, we only have CentOS in our lab so I 
can't try to reproduce the issue.

Is this a system dedicated to PacketFence or is there anything else on 
there (which would require RedHat's PEAR)?

I'm thinking you might have installed a complete system instead of a 
Base install and there are some packages that conflicts with each other.

I would get rid of all php-pear-*, etc. and try again. Then if there are 
still some conflicts, get some linux sysadmin help.
