Yes but the lack of more than one NIC can turn out to be a limitation if 
you want to integrate some of PacketFence's features like Snort IDS 
integration.

Sorry, no Windows here but (as you say below) the only difference is 
getting the VLAN NIC up I would bet.

I don't think Windows offers a unified interface for doing that, you 
might have to check with your network card vendor. A quick google 
reveals some hints from the wireshark wiki:
