Never rely on connect_and_read.pl to know if a switch will work well 
with PacketFence or not. It is an outdated and unmaintained script that 
didn't get any attention in a little while.

Best way is to configure the switch properly and hook up a PC in a port. 
If it doesn't behave as you would expect, check the 
/usr/local/pf/logs/packetfence.log for anything suspicious and report it 
here.

By the way, the minimum required firmware for the 3500XL is 12.0(5)WC15 
as documented in the switch module lib/pf/SNMP/Cisco/Catalyst_3500XL.pm.
