Have you run /usr/local/pf/installer.pl and /usr/local/pf/configurator.pl?

I don't know what to say.. The Admin guide says under installation to
run installer and configurator and the Configuration by Example section
covers exactly a setup including conf/pf.conf and conf/networks.conf..
Re-read the stuff unless someone from our friendly community want to
help you out.
