Yes, it should without proxy-bypass. That said, passthrough AND proxy bypass is certainly not tested as it is not a conventional workflow and was never requested before. To make it work without sponsoring the feature to us, you should modify the squid proxy redirector script to proxy out for your allowed destination instead of redirecting on the destination you want to allow. See squid's documentation for help on that.
