It should be in switches.conf. Are you sure you aren't redefining
vlans=... only for the specific switch (as opposed to under [default])?

Otherwise, can you tell us on what hardware, with what access control
type (port-sec, MAC-Auth or 802.1X), what's your vlans=... and what VLAN
are you trying to currently assign?
