in fact it´s not really PacketFence that support it but Freeradius.
Btw the Freeradius version that come from inverse repo has been compiled
with eap_sim support so you can use it.
Here is an example on how to configure eap-sim

After when the request will be forwarded to packetfence then you will be
able to write your own rules based on the username (like create local
account with the same username than in the radius request and apply
attributes like access duration ...) in the radius request or from
specific attributes (vlan filter in 4.4).
