Thanks for responding so quickly.  I do have the "Set Level of webadmin" set to 
"User Manager" and "Node Manager".

I am attempting to create a new user that can only manage users.  I have 
created the user and added the User Manage, Node Manage and Violation Manage 
roles to the user.  I set the registration window for 40 years.  When I attempt 
to login to the web portal to manage users with the user I get a bad password 
error but I know the password is correct.  I have tried resetting it a few 
times.  
Have you added the action “Set level of webadmin” to that user ?
In the http.admin.log there are the following entries.
Sep 17 00:19:26 httpd.admin(1605) INFO: Password validation failed for 
FrontDesk: password has expired (pf::temporary_password::validate_password)Sep 
17 00:19:26 httpd.admin(1605) ERROR: unable to read password file 
'/usr/local/pf/conf/admin.conf' 
(pf::Authentication::Source::HtpasswdSource::authenticate)
The last one is not important…
I checked for the file /usr/local/pf/conf/admin.conf and its missing 
altogether.  Is there something I can do to rebuild this file?
