I have reinstalled PacketFence 6.4 on a fresh Centos 7 and i have no
issue like that.

Can you try to start it manually ?

/usr/sbin/httpd -f /usr/local/pf/var/conf/httpd.conf.d/httpd.admin -Drhel -X
