I completed final step, and set IP of Windows 7 and Windows XP as 192.168.20.10, 192.168.30.10

The packetfence's DHCP manage the vlan 20 and 30 , so plug something in this vlan and you will receive an ip from packetfence.

after that when I went into nodes tab, the Windows 7 was registered by 192.168.232.1

It mean that your device has been registered and packetfence changed the vlan (production vlan)

how can I set(or change) the IP of Windows 7 as 192.168.20.10?

If the ip changed it mean that packetfence got a dhcp traffic with this new ip.
