This mean the VoIP rule is not working. You can try authentication sources with pftest command (see recent mailing-list archives). You can enable

But the client is still getting the computer_role.

This line mean the device has already get a role and it was computer_role as you mentioned.

You can try to enable debug log in conf/log.conf.d/httpd.aaa.conf to see why you rule didn't match.
