Looks like they dropped support for CentOS7.x at the end of the PacketFence 
10.x code stream.

“Starting from PacketFence 11.0.0, Debian 9 and CentOS 7 support are dropped in 
benefit of Debian 11 and RHEL 8. In place upgrades are not supported. You will 
have to provision new operating system(s) in order to migrate.”

So, you’d have to move to a new OS, or attempt an in-place upgrade from CentOS7 
to CentOS8. But, I would just install a new OS, and migrate from one install to 
another. It’s documented in the upgrade document.

Clicking on 11.0, lists nothing in the directory.
Clicking on x86_64/RPM/PacketFence* only lists packages up to 10.3.

The repos for CentOS8/RHEL8, lists the packages in the appropriate directory.
