PacketFence V14.0 has NOT been released yet. It is our Devel and is currently under testing phase. So, instruction have not been released too. I think that you point has already been updated https://github.com/inverse-inc/packetfence/commit/dc37be16fb91a7e59fe19242b512b7c1d18c5bd3 If I am wrong please check if an issue has not been already open and if not open one with you modifications.
