I'd try to configure MAB (Mac Authentication Bypass): if there's no 802.1x auth the switch falls back to sending the MAC of the client as the username to packetfence.

In connection profiles then I'd try to differentiate between 802.1x and MAB connecting MAB clients to the registration vlan. The registration vlan is configured to make the client use a captive portal.

Portals can be configured in Packetfence to offer a wide variety of flows to let a user authenticate or use self-services.
