Some hints pointing into the direction of a possible solution:
Any device will end up in the nodes database (Node tab in the
Packetfence web gui) as unregistered.
'unregistered' signifies in default configuration that the node will be
put into the registration vlan - no matter what vlan you would define
for a mac address.
You can manually register a node through the gui to make it part of the
descision tree of packetfence to choose a vlan.
The most simple way to put any registered node into a vlan would be to
use the node tab of the gui to apply a bypass vlan.
A rule based approach could be to define roles and get the role for a
MAC from an appropriate authentication source.
