Well, Packman's Tumbleweed repo is built against "openSUSE_Tumbleweed" on OBS, which is actually "Factory snapshot" AFAIK. The latter is only published once a week or so. Maybe that's where the "rumours" come from? And this has led to problems in the recent past, e.g. when libvpx was upgraded: Tumbleweed only contained libvpx2 any more, but Packman's VLC was still built against libvpx1...
