These are the result of script-based crawlers, which are able to create
accounts in PMBS, which is handled rather simple in the distributed obs
packages. Once an account is created, a home project is created. But as
long as the accounts are not confirmed ("enabled") by an administrator,
the accounts are not usable.
Annoying, but not really harmful.
From time to time I walk through the database an delete rogue accounts
manually and remove the corresponding home projects.
