This is OpenSUSE 15.6. Per https://ffmpeg.org/ffmpeg-filters.html#drawtext-1, ffmpeg needs to be compiled with --enable-libfreetype and --enable-libharfbuzz to use the drawtext filter. It's already compiled with --enable-libfreetype, but not --enable-libharfbuzz. In addition, compiling it with --enable-libfribidi would enable the text_shaping option.
