Downloading debug ROM's

Hello:
Within a day or two of receiving an e-mail about the developer seeding
program (in the first week of March) I filled out the forms and mailed them
in (because I am not in the U.S. I was required to mail them). I have not
yet received any acknowledgement of my forms. I need the debug ROM's. Can
anyone help?
