I've successfully left the scanner on, but now I've got the problem of trying to
input the results (barcode) into a form on a web page, using the ProxiWeb
browser.  Any ideas on how to get the browser to recognize the input of the
barcode?

...? You have to explictly turn it off. Turn it on and don't turn it off;
it'll stay on.

This is generally a bad idea; the scanner and the decoder take quite a bit
of power, and I think you'll find yourself draining batteries quicker than
you'd like.
