I realize that it is acceptable to write records to other apps 
database.  But what about things like changing preferences, 
attributes, Categories, etc.  These are the things that I am talking 
about.

These would be things that would reconfigure the other app to prefer 
your app.  Is that an acceptable practice?  I have seen apps that do
this.
