I'll tell you what I use and how happy I am about it.  I prefer Linux for the
development side because I am more used to it and the GCC setup is quite a
bit smoother since I do all other development using the same tools.  I use
CVS to manage the versions of software, and I use nedit as my favorite
colorizing editor.

When I start testing an application I do use a Windows box.  Basically I find
someone elses box and run POSE w/ gremlins on it.. typically Windows boxes
are Pentium III overkill machines which run POSE many times faster than my
poor old Linux box :)  Since GDB can debug to POSE via TCP/IP I just wait
until something breaks and then start up GDB from my Linux box to trace
through the problem.

If you are writing free software, you can check out the sourceforge.net site
run by VA Linux.  They offer all kinds of toys for your free software
hosting; home page, forum, CVS respository, ssh shell, CGI PHP MySQL, mailing
lists, bug tracking.  Bunches of stuff, though I only use the ssh and Web
space at the moment.

To start development with a Linux system is so very simple.  Just install
these packages from your install tool; prc-tools, pilot-link, pose, nedit and
away you go.. one stop shopping with a Debian system.
