The answer to your question is not that simple.
I would suggest that you spend some time with the documents that come
with each PalmOS SDK. Then you sould understand the basic concept on how you
can access database from Palm.
To start with, the Palm database file has nothing to do with a databse
file like DBF or MDB.
You may also check whether it wouldn't be easier for you to use already
customized solutions that allow databases to be exchanged between Palm and
PC. For this, go www.palmgear.com and search for "Access" or "DBF"...
