Also make sure no segment exceeds 64k. That triggers the problems as well.

Are you using Windows 95 or 98?
1) Make sure Constructor is not running when you attempt to debug
2) If you are using CW r6 than make sure the 'Use TCP/IP Sockets' is checked
in the IDE Preferences, If you're using r5 make sure this preferences is
unchecked.
3) Make sure POSER has completed resetting before you hit F5
