I had that problem too!
If you goto the RESOURCE.FRK folder, there is a file in there (I don't
remember
the name of it).  Copy it over to Starter.tmp and then you can compile.
I am told the the "correct" solution has to do with going into the
Project Settings and changing some field that has the name of the
.tmp file to use.

Fortunately, the full version of CW does not suffer from this problem.
