Try this,
-log into pdn
-on the right hand side of the page you see top downloads. click PalmOS
SDK ALTERNATELY: Find KB answer #714.
-Download Palm SDK Headers.zip; Palm SDK sample codes.zip;
PalmDeveloperGuide_PalmOS.pdf;
-In the pdf, goto Section 10.2. In that section you will find that you
can use the exchange manager to launch a compose mail form. Sample code
is provided there.
