Palm Speed Question

Ok Still on my Serial comm problem

Ok tell me if im wrong but...
On palm device delay are calculated in ticks per second...
And again tell me if Im wrong,
but 1 ticks is around 6ms for my palm 3e

Now is it possible to make a delay of 0.33 ticks
or 2ms
