Create Sound file for Palm

dear Sir,
 How can I produce my own sound for software running on Palm OS? I found
that I can use midi level 0 to do it, but I can't find any tools which can
easily produce midi level 0 sound files( they always produce midi level 1
files). Anyone can tell me is there any good tools for my purpose ? thanx
