Assuming this came from HotSync itself (as opposed to from within a custom
conduit), my guess would be the following:
12Gb works out to 12884901888 bytes in decimal, or 0x300000000 in HEX. It
takes a 40-bit number to represent this quantity. Free disk space on NT is
measured using a 64-bit integer. Perhaps HotSync is NOT checking the upper
32-bits of the free space?

The drive with the Palm desktop software has 12 Gigs free
Rebooting the machine did not help.
